The Ilford Western Gateway is one of the biggest regeneration opportunities for transforming Ilford and the arrival experience into Ilford from the west.
Introduction
Redbridge Council is delighted to be seeking a Development Partner (the Partner) to form a 50:50 Joint Venture to deliver its ambitions for the comprehensive regeneration of the Ilford Western Gateway as articulated in the Ilford Western Gateway Spatial Framework.
To meet this ambition, the Council has appointed Avison Young (AY) as commercial and financial advisors and Pinsent Masons (PM) as legal advisors to select a suitable and experienced JV Partner.

The Opportunity Area

A Spatial Framework has been developed for the area. The Partnership will be required to adhere to the principles within the Framework when developing the vision for the site.
The key sites forming the opportunity are:

- Gyratory
Procurement
Procurement of a JV partner will follow the Public Contracts Regulations 2015. The key steps with be:
- Cabinet approval – February 2021- Achieved
- Stage 1: Selection Questionnaire (SQ)
- Stage 2: Outline Solutions
- Stage 3: Final Solutions
- Stage 4: Selection and Appointment
The formal procurement process was launched on the 8th July 2021 with the publishment of the Contract Notice on the Find a Tender Service. Interested parties will need to register on the ProContract Portal: https://procontract.due-north.com to gain access to the procurement documentation and supporting information. The Council also held a webinar session, briefing participants on the opportunity and the procurement process. This involved a Q&A session where the Council addressed participant questions. The recording of the webinar and written responses to the questions raised during the webinar have also been loaded onto the Portal.
